I am a passionate consumer and competition law and policy expert, with experience spanning law enforcement, economic policy research and analysis, and journalism/communications. I am particularly interested in the competition dynamics of digital markets.I am currently an Executive Director at the Australian Competition and Consumer Commission overseeing the advocacy initiatives, and portfolio of investigations and enforcement actions relating to the supermarket and retail sectors. Directly prior to this, I worked as Director on the 13-month Supermarkets Inquiry, where I analysed and made policy recommendations relating supermarket pricing and promotional practices, and loyalty programs.During 2023 I worked as a Competition Expert at the OECD in Paris, France, where I prepared research papers and presented at international roundtables on topical competition policy issues.I previously worked for 10 years in the competition and consumer law enforcement divisions of the This involved managing teams to investigate alleged breaches of the competition and consumer law provisions of the Competition and Consumer Act 2010 (Cth), including overseeing large-scale litigation, again with a focus on digital platforms. I led the successful litigation against Google relating to its collection and use of consumer location data through Android devices, resulting in a $60 million penalty. I also led the intervention into the Epic Games v Apple proceedings in Australia, and the institution of legal proceedings against Meta Platforms for allegedly publishing scam celebrity-endorsed ads on the Facebook platform.In other industries, in conjunction with the Department of Education, I led a series of long-running litigations against private colleges which led to findings of unconscionable, false and misleading conduct, wide-scale cancellation of debts for vulnerable consumers, and record consumer law penalties. This included $438 million in penalties against Phoenix College in 2023. I also managed the litigation against Ultra Tune, which resulted in the first-ever finding of a failure to act in good faith under the Franchising Code of Conduct, findings of false or misleading conduct, and a $2 million penalty. I am a qualified solicitor and began my legal career at DLA Piper and have significant experience working as a journalist and editor.
