ABOUT PHILIP BIAMONTE
I serve as a technical expert on safety related matters, advising top management, staff and operating officials, and supervisors on principles and techniques of occupational safety management in the prevention and control of accidents in such areas as work methods, protection devices, motivational techniques. I perform studies that include unconventional work operations and new materials. Reviews and or establishes standing operating procedures (SOP) that foster safe practices and procedures. Develops and conducts a comprehensive occupational safety awareness and educational program with emphasis on new or modified work procedures and techniques due to the unique conditions and practices of variety of activities. Develops and reviews Emergency Action Plan (EAP). Determines minimum required training for employees and provide training on an as needed basis. Responds to reports of unsafe and or unhealthful working conditions and ensures conditions are corrected in a timely manner. Prepares written responses to the complaints. develops specialized operating practices based on interpretation of policies, standards, and regulations. Plans, manages, and administers inspection and evaluation program for U.S. Customs & Border Protection based on risk assessments and in accordance with regulations and program requirements. Operations and processes surveyed include those that are high hazard, unconventional and complex. I conduct occupational safety inspections and surveys to identify hazards and undesirable operational conditions, recommending corrective action to increase the effectiveness of safety features, such as mechanical safeguards, work procedures and processes, and personal protective equipment.
