Managed the development of the benefit plan to meet the needs of the target population Successfully negotiated a third party administrator agreement with United Healthcare Created all forms, processes, policies & procedures for implementation of the benefit plan Represented the Plan to regulators, and raised funds through county commissioners courts Launched the start-up and managed ongoing operations of this multi-million dollar enterprise Negotiated all vendor agreements, purchased all equipment and negotiated lease arrangements Recruited, trained and managed 12 independent insurance agents to sell the Plan Implemented a care management program to improve the health status of all members Developed and implemented a marketing plan that catapulted this program to be the largest plan of its kind in Texas and third largest in the United States.
