ABOUT CAROLINE CARNEY

Dr. Carney, CEO of Magellan Health, is a board-certified internist and psychiatrist and a physician executive with deep strategic clinical leadership experience. She previously served as Chief Medical Officer of Magellan Health and President of Magellan Behavioral Health, advancing the company’s clinical mission and strengthening its leadership in clinical engagement. She also served as Chief Medical Officer of Magellan Rx Management, where she led the development of innovative, integrated clinical programs prior to its divestiture, as well as Senior Vice President and Chief Medical Officer for Behavioral Health and Specialty Medicine at Magellan Healthcare, and Chief Medical Officer for Magellan Complete Care of Arizona. She is a sought-after speaker, policy influencer and writer. She is a senior advisor to Healthsperien, a Washington DC firm nationally recognized for health policy. She frequently speaks and writes to the mental health crisis, and practical, outcome driven solutions.Prior to Magellan, Dr. Carney held multiple chief medical officer roles across Medicare, Medicaid, commercial, and Marketplace programs. She also served as Medical Director for the Indiana Office of Medicaid Policy and Planning, where she helped launch early Medicaid expansion products and led mental health transformation initiatives.In addition to her executive leadership, Dr. Carney serves as Behavioral Health Medical Director at Heart City Health Center, an FQHC in northern Indiana. She is a senior advisor to Healthsperien’s behavioral health policy practice and serves on the boards of NeuroFlow, Triple Moon, and the Coalition to Empower Our Future. She also advises Arine and Psych Hub and is recognized for her expertise in integrated care models.Dr. Carney has held national advisory roles with AHRQ and NQF, including leadership on multiple opioid and behavioral health quality initiatives. She has also served on the faculty at the University of Iowa and Indiana University, contributing to research, teaching, and publications. She was an award winning clinician and teacher. She frequently speaks on whole-person care, integrated models, managed care, and provider and family well-being.
