About Carol Miller

With 21 years working on policy issues and development programs affecting women and children around the world, Carol Miller, Senior Technical Director, Health Policy for Palladium’s Health Policy Plus Project, provides leadership in policy development and implementation, strategic advocacy and communication with high level policymakers, and program management. Previously Miller was the Health Policy Project’s Regional Director for Africa and the Middle East, where she had oversight of 12 countries, and a $67 million portfolio with a variety of health policy activities - from free maternal health in Kenya to budgeting for an essential health package in Botswana. Before joining Palladium, Miller worked for Save the Children (six of these years), based in the US, she formed their Public Policy and Advocacy Unit; built the first-ever grassroots advocacy network; and led efforts to increase funding for maternal, newborn, and child health (MNCH) and establish child protection standards with the U.S. Congress. She also established the African Union Policy and Advocacy Office and developed training materials and toolkits to support civil society capacity development in strategic advocacy and communication. In Ethiopia, she worked with key government officials, civil society organizations (CSOs), donors, media, and others to launch the “Every One Campaign” to address legal and regulatory barriers to MNCH.
