ABOUT BEN W. POPE
I am a capture and business development leader in defense and aerospace, supporting mid to large scale United States Government contract pursuits across DoD and AFRL environments. I function in a de facto Capture Manager role, leading full lifecycle capture for new awards, recompetes, and follow on growth from the low millions to several hundred million dollars. My work centers on capture strategy, opportunity shaping, and pursuit execution. I develop win strategies aligned with customer mission needs, the federal procurement lifecycle, and long term growth objectives. I engage government customers during pre award phases to clarify requirements, refine scope, validate assumptions, and ensure solutions are executable, compliant, and competitively positioned.I serve as the sole authority for Rough Order of Magnitude estimates, Basis of Estimate documentation, and pricing narratives supporting capture and proposal efforts. This includes gathering technical, programmatic, and financial inputs, developing tools and templates, performing cost modeling, and ensuring all estimates are audit ready for government financial review. I regularly present ROMs and estimates to government stakeholders and senior leadership.I lead and coordinate multi functional capture teams spanning engineering, program management, finance, scheduling, contracts, and technical SMEs. My role includes directing capture activities, conducting readiness and gate reviews, performing competitive analysis, and communicating capture status, risks, and opportunities to executive leadership. My approach aligns with industry best practices, including Shipley style capture governance.I also manage and develop cross program teams. I supervise more than 20 direct reports and provide enterprise level training, governance, and process ownership for project management and capture related disciplines. My experience spans FAR based contracts, Other Transaction Authorities, Cooperative Research and Development Agreements, and hybrid acquisition models. I focus on capture leadership and growth roles where disciplined strategy, cross functional execution, and customer engagement drive results.
