ABOUT ALAN SAMUEL

I am passionate at improving the effectiveness of people & organisations. My expertise lies in assessments, organisational development, strategic analysis, systems thinking, and leadership coaching. Key areas: organisational development, change management, benchmarking, continuous improvement, assessment for excellence, strategic analysis, business process re-engineering, research, capability development, coaching, training, personal development. Currently leading the design and implementation of the outcomes framework for the council. Primary advisor for analytics, modelling and evidence-based enterprise-wide projects eg. Social Needs Assessment, Vision Kapiti. Benchmarking (master) consultant and researcher (futurist & best practice) at the Centre for Organisational Excellence Research Limited, New Zealand. We lead in the International Best Practice Competition/Innovation Awards. Engaged in the UAE Business Excellence Program (Dubai Elite Model, Abu Dhabi 4G Excellence Model)- assessment of KPIs and scrutinising functions/processes for organisational improvement. Jury member for Dubai Government Excellence program. Senior officer with 16 years of experience in the Singapore Police Force, I have won several national and ministry-level awards for community safety and security initiatives, innovation and knowledge management, I was also instrumental in the SPF\'s attainment of the Singapore Quality Award with Special Commendation. I have held 3 directorate positions in organisational development, investigation services & support, and conceptualisation & requirements (technology). My portfolio included being the Chief \"learning organisation and culture\" facilitator (The Fifth Discipline, Peter Senge)- guiding 40 facilitators in engaging staff for cultural transformation, and managing SLT change management workshops. For research and insights, I have performed advanced research using quan-qual methods, abductive, inductive and deductive research, and analysis (analytics). I have assisted as strategic analyst in NZ and helped give insights to AI/analytics tools deployed for prediction and pre-emption in the UAE. My international best practice reports (COER, NZ) have over reads on BPIR.com. I have also served as chief editor for the Investigative Interview Handbook (criminal investigation department), the Learning Historian (highly commended by Chief of Civil Service), and performed the secretariat role to the National Organisational Excellence Initiative in Singapore.
