As Superintendent of Schools, I provide leadership and support to students attending 49 schools in the Ysleta Independent School District, which has risen steadily over the past decade to became one of the top-rated school districts in the state of Texas. My responsibilities include optimally managing a $400M annual budget to ensure our graduates are prepared for postsecondary studies and/or a career, with the added benefit of having mastered a second language. I have worked collaboratively with all stakeholders to develop two successive and comprehensive five-year strategic action plans, and am in the midst of creating another five-year plan for 2025. I worked with the El Paso Community College to open three new early college high schools; designed and opened three, new international schools that offer German, Japanese, Chinese, and French instruction; reinvented and reintroduced a new bilingual education model that resulted in a 300% increase in the number of students taking state assessments in English by fourth grade; introduced a 1-to-1 ratio of digital devices to students; engaged the Board of Trustees and community to pass two ($430.5 million and $425 million) facilities bonds that modernized 58 schools and constructed two new high schools, three new middle schools, six new elementary schools, a three-story athletic complex, and made $35 million in athletic enhancements; introduced an instructional framework that resulted in Special Education students outperforming all regional districts as measured by the state; and utilized an aggressive Professional Learning Communities model that led to our students outperforming all regional school districts on the state’s End Of Course (Algebra I, Biology I, English I, English II, and U.S. History) exams.
