Government of Tripura is implementing the ELEMENT, with the involvement of the Tripura Forest Department (TFD) and State Forest Development Agency (SFDA). The project will address forest and natural resource degradation, forest encroachment and poor livelihood conditions in various villages around territorial and protected forest in Tripura. It will help in reducing forest degradation and encroachment, increasing incomes and improving learning outcomes in its most backward tribal blocks will require a strategic, multi-sectoral solution. The project will be implemented over five years by adopting a “landscape approach”. The Watershed Management Expert has to execute:a) Assist in up-dation of Protected Area Management Plans, development of conservation breeding center for endangered species; developing Atlas of Aquatic Ecosystems; addressing human-wildlife conflict; preparation of management plans for Garjee and Bhairabnagar Conservation Reserves and other Conservation Reserves, if required.b) Review all 5-year Landscape Management Plan and its sub-plans with annual physical and financial targets and ensure that they are aligned with targets stated in PIP or other advisories of the SPMU/FDAs. Ensure that these plans are endorsed by the concerned JFMCs and approved by the FDAs as per the technical and financial norms of the project. c) Prepare guidelines, technical and financial norms for (a) afforestation, reforestation and agroforestry;(b) soil and water conservation measures;(c) green and grey solutions for erosion control, forest fire and other disaster risk management, and improved soil moisture and Carbon/Nitrogen balance;(d) pasture management etc. d) Develop comprehensive Handbook/ guidelines for the Preparation of CLMP. This handbook should clearly describe the approach, steps, methods, tools, and templates necessary for the successful completion of this process.e) Conduct training of trainers focusing on the preparation of CLMP. etc.
