As Director of CDBG-DR Policy and Compliance at HORNE, I lead our efforts to help grantees navigate the complexities of federal disaster recovery funding. I partner directly with state and local governments to design and implement CDBG-DR programs that meet federal requirements and make a real difference on the ground. I bring a hands-on, problem-solving approach to compliance—balancing regulatory precision with practical, community-focused solutions.Before joining HORNE in 2019, I served as Assistant Director of HUD’s Disaster Recovery and Special Issues Division. I oversaw a $37 billion CDBG-DR portfolio, providing direct federal oversight and policy guidance to grantees across the country. I specialized in regulatory interpretation, compliance strategy, DRGR administration, and building strong communication channels between HUD leadership and grantee executive teams.I’m frequently called on to train grantee staff, troubleshoot program design challenges, and lead technical assistance engagements. I also manage HORNE’s CDBG-DR monitoring teams, ensuring programs stay on track and aligned with federal expectations.I hold a B.A. from the University of South Florida and a Master of Urban Planning from Hunter College, City University of New York.
