About Roy Surges
With over 37 years of experience in the gas and electric transmission, storage and distribution, Roy is the TIMP Business Area Lead for GTS. With a concentrated focus on regulatory gap analysis and TIMP program implementation for gas operators Roy brings experience in Hydrostatic Testing, In Line Inspection, ILI retrofit Construction, and ECDA Program Management to his new role. Roy retired from PG & E for after over 36 years of service. most recently serving as the Senior Manager of the Pipeline Field Services Organization. The group safely prepared and executed over 1200 transmission system clearances annually. Performed over 500 tapping, plugging and bypass operations annually, managed and deployed a fleet of 150 test heads and 150 frac tanks. His organization is also was responsible for the construction and commissioning of PG & E\'s systemwide distribution SCADA project deploying over 200 RTU\'s and ERX\'s each year. In addition his measurement and control group was responsible for all internal construction of PG & E\'s Valve Automation program, construction of all meter, station, CNG fueling station and controls projects. Previously Manager of the Pipeline Safety Enhancement Program Hyrdrostatic Testing. Managed pipeline clearance and outage operations and damage prevention teams in support of Gas Transmission projects. He also participated as the Capital Rate Case Witness for the 20••••14 Transmission Rate Case. His other roles at PG & E include: Gas Capital Program Manager, Underground Storage Operations Superintendent, and Principal Project Manager for In Line Inspection Program (Smart Pigging). Roy’s wife of 26 years, Rebecca, is a second grade teacher. He has two daughters – one is a UC Berkeley Graduate and the other is a Senior in high school. Roy\'s previous role was with PG & E for over 36 years, most recently serving as the Principal Manager of Transmission and Distribution Construction organization within Gas Operations. It provided; system wide Measurement and Controls construction, Tapping Plugging services, Maintenance and Deployment of pipeline services equipment (test heads, frac tanks, etc,) Transmission Project Clearance services, SCADA Construction and Transmission Project Damage Prevention services. In addition to these duties Roy was also the Fleet Process owner for all of Gas at PG & E. He served as a Capital Rate Case Witness for the 20••••14 Transmission Rate Case. Over his 36+ years his other assignments have been: The Gas Transmission Capital Budget Manager, Underground Storage Operations Superintendent, and Principal Project Manager for In Line Inspection Program (Smart Pigging). Roy started with PG & E as a summer hire gas helper and has held a number of positions with increasing levels of responsibility prior to reaching his current post. Roy’s wife of 30 years, Rebecca, is an elementary school teacher. He has two daughters – one is a UC Berkeley Graduate and the other is recent graduate of U.C. Santa Barbara. Roy is an avid outdoorsman, and has coached girls’ athletics for the past 20 years.
