ABOUT NICK DOWNING

I am a highly motivated, innovative and experienced senior executive and leader who is passionate about people, partnership working and preventing financial crime. During thirty years of public service, I held several high-profile positions, gaining extensive experience of financial crime across a wide variety of sectors, and developing, maintaining and enhancing strategic relationships to achieve common goals and quality outcomes. I led the national policing response to combat organized economic crime at London 2012 Olympic and Paralympic Games, working with the specialist print industry & the Home Office to secure primary legislation to prevent the sale of equipment & materials to criminals. Also, as the national policing lead for financial investigation and proceeds of crime strategic lead for policing, I played a key role in shaping and transforming the UK response to economic crime.In January 2020 I was delighted to be appointed as the first Chief Intelligence Officer for Cifas. I was able to lead the transformation of intelligence & demonstrate the importance of intelligence sharing across the fraud prevention community. I completed my police career as the Assistant Chief Constable, Head of Serious Crime Directorate for Kent and Essex Police. I had the privilege of leading over 1300 colleagues, investigating, disrupting and proactively preventing serious crime across the two counties. In April 2018 I secured the role of National Police Chiefs lead for Financial Investigation and Proceeds of Crime. This is an integral role in the fight against organised crime. I was responsible, on behalf of Hampshire Constabulary and the 7 forces of the Eastern Policing Region for leading an assessment into the deaths of 456 people at Gosport War Memorial Hospital between 1987 and 2001. I was a temporary Commander in the Metropolitan Police with leadership of over colleagues, 10 London Boroughs and portfolio responsibility for protecting vulnerable people across territorial policing. I spent 28 years serving the people of London as part of the Metropolitan Police. I developed extensive policing experience, performing roles across a multitude of business areas. I spent 9 years as a detective in specialist and organised crime, I am a kidnap SIO and a strategic firearms commander. I am the former head of Proceeds of Crime for London.I have many career highlights; these include heading the MPS response to organised crime at London 2012, working with the Home Office to introduce the Specialist Printing Equipment and Materials (Offences) Act.
