ABOUT MATT MASTERS

I work at the intersection of executive recruitment, organisational development and sector wide impact, helping local authorities and public sector organisations build the leadership, culture and capability they need to deliver for their communities. My career is rooted in a genuine passion for local government and the public sector, and I firmly believe that great people and great systems change lives.As Head of Executive Workforce Solutions at OPUS People Solutions, I lead our executive interim and permanent search portfolio, partnering with councils and public sector organisations to secure the senior leadership and specialist capability required to navigate complexity and deliver meaningful outcomes. Alongside this, I provide strategic workforce capacity assessments that help organisations understand their current and future workforce needs. My focus is on evidence based workforce strategies that strengthen resilience, improve effectiveness and ensure value for money. Ultimately, it’s about helping organisations build agile, motivated and high performing workforces ready for the challenges ahead.Beyond my work at OPUS, I co lead the Truth About Network, including Truth About Local Government and Truth About Public Sector, platforms dedicated to honest, human centred conversations about leadership, culture, wellbeing and the realities of working in public service. Through podcasts, events and sector wide collaboration, we shine a light on the people who make public service work, amplify diverse voices, and create spaces where leaders can learn, reflect and connect.Alongside this, I provide leadership coaching, neurodivergent informed coaching, and development support for apprentices and new managers, helping individuals build confidence, capability and clarity in their roles. I also deliver culture consultancy, working with organisations to optimise organisational culture, drive productivity and reduce cultural entropy, ensuring that people, systems and behaviours are aligned to deliver sustainable performance.Across all of my work, my aim is simple: to support the sector to thrive by elevating leadership, strengthening organisational capability and championing the people who dedicate their careers to public service.
