ABOUT LAURENCE WOOLLARD

Laurence Woollard, MSc has worked in rare diseases for nearly a decade — first as a freelancer and, since 2017, through his consultancy, On The Pulse. He collaborates with industry and multi-agency partners globally, providing strategic counsel and hands-on support at the nexus of advocacy, policy and public affairs. His commitment to driving lasting change for people with rare and long-term conditions is grounded in his lived experience of severe haemophilia.Alongside his consultancy, Laurence holds a part-time role at the University of East Anglia as Patient Research Team Leader within the IMAB-Qi programme, which focuses on improving medication use and adherence. He also contributes to several advisory boards and committees spanning rare diseases and public health. This includes serving as a Public Committee Member on the NIHR’s Research for Patient Benefit Programme and as a Patient and Public Voice Partner on NHS England’s Specialised Blood Disorders Clinical Reference Group and the Strategic Co-Production Group within its Innovation, Research and Life Sciences and Strategy (IRLSS) unit. He is also Co-Chair of ATMP Engage, a UK-based multi-stakeholder initiative co-led by the Cell and Gene Therapy Catapult and Genetic Alliance UK.As of March 2026, Laurence was appointed to the Community Advisory Panel of the Infected Blood Compensation Authority (IBCA), drawing on his long-standing advocacy, professional expertise and personal family experience of the infected blood scandal to inform the delivery of the UK compensation scheme.Laurence is an accomplished author in international peer-reviewed journals and non-academic platforms, championing evidence-based advocacy and patient empowerment.
