PARTNER (January 2018 - Present)Responsible for leading the Performance-Based Planning and Programming (PBPP) business group - inclusive of Transportation Asset Management (TAM), safety planning, and data visualization - to empower government agencies to develop optimal, performance-based infrastructure investment strategies. With a focus on supporting Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs), I often help agencies assess long-term needs, identify critical ‘cross-asset’ projects and selection criteria, apply data science techniques to evaluate what performance is bought under varying financially-constrained programs, facilitate stakeholder priorities, recommend optimal investment strategies, conduct tradeoff analysis to evaluate policy implications, develop implementation strategies to more effectively link planning and programming throughout the organization, and communicate performance outcomes through business intelligence (BI) dashboards and mapping technologies.DIRECTOR (March 2017 – January 2018)Focused on leading technical tasks, developing statewide plans, and consulting highway agencies on implementing performance-based planning and programming principles. Through technology partnerships and services, I helped agencies by conducting business process reviews, maturing performance measures, assessing long-term needs, quantifying performance impacts of project sets on state and national measures, developing decision frameworks, and architecting extract-transform-load (ETL) processes to automate data fusion, analysis, and reporting.
