WORK HISTORY
Utility Accountant @Los Angeles Department Of Water And Power
Utility Accountant for Budget Office - Cost of Service Group (February 2016 - Present)The Cost of Service group develops cost by major function and sub-functions to determine the revenue needed to recover costs in accordance to the Federal Energy Regulatory Commission (FERC) guidelines and case precedents. I evaluate and analyze historical data for a given test year to update the Power cost of service study. I unbundle the total costs into 3 major functions; Production, Transmission, and Distribution and break it down further into the sub-functions of each major function to provide management with a detailed understanding of the costs for a test year. I also collaborate with 3rd party consultants and Power System and assist in providing documentation and support to update the Open Access Transmission Tariff (OATT) rates.Utility Accountant for Cashier\'s Office (April 2015 - February 2016)The Cashier\'s Office handles the day to day operations of providing support to the LADWP service centers, receipt and deposit of cash and checks, refunds, reimbursements, reconciliations and organizes reports for General Accounting to book. I handled the daily and monthly reconciliations of the collections reports, bank statements, and worksheets and quickly investigated and resolved any discrepancies found. I provided support to the customer service representatives and researched statuses of refund checks.• I prepared a PowerPoint training session with my team and presented it to over 30 managers and assistant managers of the service centers on new procedures to follow when collecting, reporting and reconciling cash collections. This helped reduce human mistakes and errors and freed up an average of an hour a day that would\'ve been wasted to investigate and correct these errors.

ABOUT KELVIN LI
I apply myself in all things because that is the best way I learn and improve. I’m an experienced accountant with a background in compliance audits and cost analysis. I started my journey to earn my MBA at the University of Southern California to strengthen my current skills but also to diversify my skills and knowledge and gain exposure to the global business environment. I’m currently responsible for analyzing the cost of providing electricity services to over 1.4 million customers at LADWP using historical data. I provide cost-based analytical support for revenue requirements and future rate adjustments based on industry best practices. Before joining LADWP, I was a compliance auditor at the Department of Business Oversight and audited mortgage lenders under the California Residential Mortgage Lending Act. The purpose of my audits were to protect California borrowers from deceptive and unfair lending practices. Skills I picked up along the way • Strategic planning and execution • Corporate strategy • Competitive market pressure analysis • Creating and leveraging competitive advantages • Data analytics driven strategy • Customer driven analysis and strategy One thing I enjoy doing is reading novels. Occasionally, I would stumble upon a profound quote that can be applied to the real world and one of my favorite ones is \"It is not a lesson I claim to be able to teach. Experience herself is the great teacher, and you must seek her directly.\"
