ABOUT KAMIL MATUSZAK
My name is Kamil and I am the director of EU projects on PKP PLK railway contracts, also representing the Ordering Party on behalf of the Northern Region Investment Center PKP PLK.I carry out tasks related to the supervision of investments in all phases i.e. from the moment of creating pre-design and design documentation, through conducting the tender procedure and selecting a contractor, and then implementing the works until the investment is completed and settlement with EU institutions.My supervision is carried out in Ełk and concerns the following projects:• Construction works at the Ełk Station are in the implementation phase• Implementation of construction works on the Ełk-Giżycko section 100km length (2 independent contracts)• Implementation of design documentation and obtaining administrative decisions, including an environmental decision and a construction permit for the 100 km Białystok-Ełk section• Implementation of design documentation and obtaining administrative decisions, including an environmental decision and a construction permit for the 100 km Ełk-Suwałki-Trakiszki sectionThe total value of investments is approximately PLN 15 billion.At the construction stage, these mainly include supervision over the implementation of the investment plan, budget control, ongoing problem solving on the project, negotiations with the contractor and ensuring the eligibility of EU funds. At the design documentation stage, these include: control and updating of schedules, making decisions regarding key design solutions, conducting negotiations with state administration parts in the field of obtaining administrative decisions and local government units in the field of technical solutions. I participate in talks with EU representatives (CINEA) on the possibility of co-financing individual projects, including participation in the creation of solutions.I am carrying out the first investment in Poland for a speed of 250 km/h and electrification with alternating current 2x25 kV for the section of Elk-Trakiszki.This task requires meetings and arrangements at the international level with the Lithuanian infrastructure operator (LTG Infra) and the international unit RB Rail implementing the Rail Baltica project in the Baltic countries (Lithuania, Latvia, Estonia).
