Reviews the design of complex medium/high/extra high voltage substation and transmission: Substation automation, P&C design, SCADA, telemetry, and metering schemes. Ensures that research, fieldwork, construction specifications, design plans, drawing preparations, and material scheduling for construction of projects is accomplished. Provides capital budget development for recommended system improvements and modifications pertaining to P&C design and automation. Reviews system expansion plans with the input of Transmission Planning and Distribution to ensure reliable electrical service to customers. Reviews engineering plans and coordinates them with the staff. Generates project schedules using Microsoft Project and coordinates them with other departments. Prepares progress reports of ongoing projects. Prepares requisitions for project materials, equipment, engineering services, and/or contractors needed for P&C projects. Defines, implements, and provides feedback on system performance metrics. Develops internal operating procedures and practices while making recommendations to the Department Manager. Identifies and provides solutions for design and construction issues. Acts as a liaison between departments and agencies concerning system growth and area development related to substation P&C design and automation projects. Acts as a liaison with other electric utilities for coordinating and implementing P&C systems at interconnecting facilities. Interfaces with the supervisors to identify problems and solutions related to personnel training needs. Coaches and counsels employees on an ongoing basis on performance expectations. Trains employees on the procedure and practices used by the Department and assists the Safety Training Specialist on the Apprenticeship training program for new employees. Ensures the implementation of all new existing technology in our substations. Finds solutions with new technology to improve grid modernization.
