ABOUT JOSEPH CACCIOLA

A former United States Navy (USN) Aerospace Maintenance Engineering Duty Officer and Weapons Systems Engineer, I have 20+ years of United States Government (USG) Foreign Military Sales (FMS) experience in program/project management, control account management, supply chain/logistics management, and capture and proposal management working in the United Arab Emirates and Kuwait on USG FMS contracts. I’m presently assigned as a contractor to the Air Force Life Cycle Management Center (AFLCMC) International & Foreign Military Sales Division. I consider myself a Subject Matter Expert (SME) on Federal Acquisitions Regulations (FAR) in executing USG and FMS contracts. I’ve written and negotiated prime contracts and subcontracting Terms and Conditions (T & Cs), Statement of Works (SoWs), Basis of Estimates (BoEs) and conducted Technical Evaluations (TEs) on submitted proposals on behalf of the USG. I am an outstanding communicator/orator and possess excellent writing skills. I\'ve prepared and briefed ad hoc reports, metrics, dashboards (return to green) monthly, quarterly, and semi-annual Program Management Reviews (PMRs) to company executives, General Officers in both foreign and US Military, Senior USG officials to include Senators, Congressional Members, senior Department of State and Department of Defense officials, and members of royal families in the Middle East.
