Serves as an Administrive Contracting Officer up to the Truthcist or Pricedata in Negotiations assigned to a team responsible for the administration of government contracts/grants/agreements for one or more contractors. Incumbent is assigned a group of contracts for which the employee performs the full range of contract administration functions, up to the point of signature to include contract/grants/agreements, contract administration and contract closeout as defined in the major duties. Performs various contract administration functions, including monitoring cancelled funds, performing reconciliation, conducting contract closeouts, maintaining database integrity, determining eligibility, and verifying evidence of contractor progress. Monitors contractor compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements. Evaluates contractor compliance with applicable contract clauses, e.g, small business, patent rights, labor laws, and progress reports.Performs final closeout of assigned contracts; e.g, assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract. Assures deobligation of excess funds, and that special test equipment, tooling, and government furnished property are accounted for. Analyzes contracts to determine reasonableness, allowability, and allocability of costs. Determines appropriateness and reasonableness of proposed labor and overhead rates and labor escalation factors based on audit reports or other available sources. Documents results of cost and price analyses and market surveys. Resolves and dispositions audit recommendations in a timely manner, while fully protecting the Government\'s interest. Negotiates cost, price, and related factors. Presents price information and proposals at negotiation sessions. Develops data for use in pricing trends analyses.Promotes teamwork and espirit de corps. Administers complex contracts for procurement of equipment and components of major systems, for constructions programs and for other complex programs affecting to a considerable extent contractors and local geographic areas. Determines milestones to administer assigned contracts and monitors contractors while checking their performance for compliance with terms and conditions of contracts. Issues delivery orders as provided in contracts. Performs highly complex post-award contracting functions and provides advice, assistance.
