WORK HISTORY

United Nations (Insarag) Information Management Work Group - Co-chair @United Nations

Geneva, CH

The INSARAG Information Management Working Group (IMWG) is responsible for developing and advancing information and intelligence systems that support the effective coordination of Urban Search and Rescue (USAR) operations across the globe. As co-chair of the IMWG, my role is to support a collaborative and consensus-based approach to the continued development, integration, and improvement of information systems across the INSARAG network. This includes working across all geographic zones and engaging with a broad range of stakeholders and members of our global INSARAG family to ensure our solutions meet the operational needs of teams on the ground.A key focus of the IMWG is the development of a robust international USAR information management system, enhancing situational awareness, operational coordination, and decision-making across multi-agency deployments. The group also leads the identification and integration of emerging technologies that improve the effectiveness, agility, and impact of disaster response. In 2019, during the INSARAG Team Leaders Meeting in Chile, the IMWG launched the INSARAG Coordination Management System (ICMS). The initial version of ICMS went live in January 2020 and has now been operational for over four years, supporting deployments and exercises across the network.Following its critical use during the 2023 Türkiye earthquake response, a full redesign was initiated to incorporate key learnings and operational feedback. The result, ICMS 3.0, will leverage the latest in ESRI geospatial technologies and user-driven design to deliver a more responsive, scalable, and field-ready system.ICMS 3.0 is scheduled for release to the INSARAG network in mid-2026 and will represent a significant evolution in our ability to coordinate global USAR operations. This system is designed to ensure our teams remain equipped to deliver timely, effective assistance to communities in crisis when it matters most.
