About Heather Wills

As a transportation professional with over 20 years of experience, I provide strategic leadership on tolling, highway, bridge, and multimodal projects. I excel in building multidisciplinary teams and collaborating with public and private stakeholders to guide projects from design through implementation.One of my key achievements was leading the development of the Oregon Department of Transportation (ODOT) toll program in the Portland area, which included a pioneering congestion pricing model. I managed a team of 50 and oversaw critical analyses while ensuring that our efforts met timelines and budgetary constraints.I am proud to lead the team that received the 2024 Rosa Parks Diversity Award from WTS International and the 2023 Environmental Excellence Award from NAEP for work in equity analysis and public engagement.As a collaborative leader, I prioritize strong relationships, celebrate team successes, and navigate politically sensitive issues to drive effective solutions and foster growth opportunities for my team. I enjoy mentoring staff and building more capacity in the transportation field, especially for women.
