ABOUT ERWIN BROUWERS

The Ministery of Defence is able to be of assistance in situations of crisis and distress. It does so by providing men, equipment and knowledge in unique quantity and/or quality, but only when the common resources are depleted, or when it can make a distinct difference in the outcome. The criteria for support are:Can we do it - Do we posses the resources to assistAre we allowed to do it - Is there sufficient (legal) ground to provide assistanceDo we want to do it - Are there no “showstoppers” like safety, PR risk, etcThe way to obtain these resources is via formal requests for assistance. It’s the Military Advisor that assists in this proces by acting as a front-desk for civilian partners. The Advisor helps in translating problems into (military) solutions, thereby suggesting the use of specific resources, and assisting in setting up the formal requests. His broad knowledge of what the military has to offer, combined with his insight in how civilian crisis management works, greatly helps in matching help to problems. The Advisor provides this front-desk function during normal circumstances, that is planned help to for example the police, or in crisis situations, in which case he is attached as a liaison to the crisis management organisation.
