Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions. Collaborates with engineers, scientists, and other expert personnel at higher headquarters, installation organizations, municipal planning offices, sister services, and private organizations to evaluate recommended courses of action and solve complex planning problems. Prepares planning studies and analyzes quantitative and qualitative data. Represents the organization at local, state, public meetings and hearings, and other interagency meetings. Convey the installation strategic vision, goals, objectives and the IDP Capital Improvements Plan (CIP) for consideration during the investment planning process by participating in Activity Management Plan (AMP) and Base Comprehensive Asset Management Plan (BCAMP) development. Protects the installation’s long-term viability by locally implementing the Air Force Encroachment Management (AFEM) program. Develops strategies to address encroachment. Assists higher headquarters maintain and perform data collection for the Air Installations Compatible Use Zone (AICUZ), Range Air Installations Compatible Use Zone (RAICUZ), and other AF programs designed to ensure compatible development. Prepares short and long-range fiscal budgets for program activities based on the relative priorities and available funds. Identifies requirements and assists in development of contract Statements of Work (SOWs). Uses cost estimating tools to produce government estimates. Participates in contract negotiations and review of contractor’s proposals under guidance of project manager or Contracting Officer (CO).
