Serve as Chief for the NGB\'s Operational Contracting Office, Business Process Review Branch; supervising six contract personnel. Implements policies of the Principle Assistant Responsible for Contracting and those published in the Federal/Defense/Army Acquisition Regulations (FAR/DFAR/AFAR). Specific responsibilities include procurement planning, coordination for contract type determinations, contract formulation risk analysis, negotiation, award, contract management, program management and other procurement functions. Provide materials and services required to accomplish the National Guard Army, Air and Joint Staff missions. Serve as initiator of continuous process improvement within Division by providing quality work and ensuring no sustainable protests. Display acquisition domain knowledge by planning, implementing and administering the Virtual Contracting Enterprise (VCE) suite. Promote teamwork within NGB Branches to ensure acquisitions are completed within Procurement Acquisition Lead Time by assisting in contract reviews, and administering contract writing systems of Standard Procurement System (SPS), VCE-Paperless Contract File(-PCF)/-Contracting Officer Representative(-COR)/-Acquisition Management(-AM), electronic Contractor Manpower Reporting Application (eCMRA) and Contractor Performance Assessment Reporting System(CPARS) original data input. Assist the Division by preparing for Program Management Reviews so as to obtain/sustain quality contracting efforts. Provide primary oversight responsibilities for COR compliance, management and training throughout Arlington Hall Station. Establish training plans for 30+ acquisition personnel assuring achievement of required Continuous Learning Points for certified employees. Monitor the entire Office to ensure that certifications, Individual Development Plans (IDPs) and Acquisition Career Record Briefs (ACRBs) are updated every six months with greater than 90% accuracy. Active Secret Clearance.
