ABOUT C. E. PAYNE

Currently engaged as Chief Risk Officer of LQD Business Finance, a member of its senior management team, with responsibility for the company\'s corporate wide risk management program and its control infrastructure which includes, policy formulation, ensuring policy compliance, and oversight of the company’s ongoing activities in the context of its overall ERM risk appetite and fundamental risk management philosophy. Prior to LQD, worked as a management consultant for Willis Group Consulting specializing in all aspects of market and credit risk management including policy formulation, control infrastructure design, and governance as well as business strategy development, treasury and finance. Served as MD, Risk Capital Markets for BNPP ET (previously Fortis Energy M&T). Where his responsibilities included the design and implementation of major components of the control infrastructure focused on Market Risk. Directed and managed activities supporting RCM functions including, market risk, portfolio analytics, portfolio valuation, model development, and structured deal review. Other executive roles in the energy sector include SVP & CRO at Aquila, Inc. where he developed an organization responsible for establishing corporate policy, policy compliance, oversight of the company’s domestic and international risk mgmt. activities including market and credit risk, internal audit, insurable risk, middle office functionality and ERM initiative. Has held senior management positions in the areas of finance, treasury, risk mgmt. and planning at other energy companies including VP & Treasurer of Transco Energy, VP, Risk Mgmt. for TGMC, and leadership positions in Treasury with Superior Oil. In addition has consulted as Sr. Director, Energy Risk Mgmt. for UtiliPoint Int\'l; a research based consulting firm to the utility and broader energy sectors. Holds degrees in multiple disciplines.
