Serve as technology interface and liaison between County departments. • Interact frequently with all levels of departmental management to understand current and future business needs. • Develop requests for proposal (RFP) and other procurement documents. • Conduct comparative analyses of build-versus-buy options, including return on investments (ROI), and cost/benefit for potential information technology projects of any size. • Provide reviews, research, and recommendations for new and emerging technology products and services to solve business problems and drive business outcomes. • Monitors the execution of large complex projects to ensure projects deliver the proposed value. • Work with the IT Contracts Specialist and Purchasing Department to support procurement efforts from development of procurement documentation through contract negotiation.
