   Led effort to review current turn around times for repairs that included long lead material procurement to create a unique new process and reduced TAT (turn around time) by 65 percent. Directed all program phases from inception through completion, including RFP response, proposal writing, contract negotiation, planning, organization, control, documentation, tracking, integration, financial monitoring and completion programs and adhered to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR). Led preparation of proposals, changes in scope, business plans, work breakdown structure, master schedule, milestones, operating budget while maintaining the terms and conditions of Contracts. Awarded new Contracts for an additional $40M in 2021. Utilized Earned Value Management System tools to monitor key Program indicators and key financial indicators related to subcontracts, risks and opportunities and resources to meet Program schedule and complete Program within budget, technical specification and budget. Directed integrated Program team to drive engineering design, development, system readiness reviews, integration, test and validation/verification. Acted as primary interface for ALL Customer communication to include Program Reviews associated with cost, schedule, and technical specification compliance. Led and identified future additional opportunities with existing Customers and new Customers.
