Anne Richmond is a consultant focusing on program design, evaluation, organizational development (particularly civil service reform and governance) and related research and writing, with over 25 years of national and international experience. A major focus for her work as an official and consultant has been the development, implementation and evaluation of programs to address poverty through improved labour market access, employment conditions and equality. This includes: • Development and implementation of pay and employment equity legislation (Canada) • Development and implementation of legislation and programs to provide employment training for unemployed and social assistance recipient adults and youths (Canada) • Review and advice on reform of legislation respecting employment standards, apprenticeship, employment training and related areas (Mongolia, Lao PDR, Cambodia, Vietnam) • Design and evaluation of programs to increase women’s income and labour market participation (Vietnam, Bangladesh) Anne has a strong background in program monitoring and reporting, both as a senior manager responsible for program delivery; and as a program analyst collating, analyzing and reporting on program performance from a multiple bottom line perspective including budgetary, objectives, beneficiary, and sustainability impacts. Her experience in reporting and evaluation supports her approach to project design, which incorporates broad stakeholder consultation, logical framework development, risk analysis and development of effective monitoring mechanisms. Anne has worked as a consultant with a national and international practice since 2001, becoming full – time in 2012.
