ABOUT AMBER LOUDENBURG

Mrs. Amber Loudenburg currently serves as Executive Officer to Puerto Rico Critical Infrastructure and Project Manager for State and Local Response and Recovery Energy Sector Programs with Innovative Emergency Management (IEM), providing extensive strategic and analytical program execution. Before joining IEM, Mrs. Loudenburg served as Project Manager – Emergency Management Specialist (GS-0089) to the United States Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary of Preparedness and Response (ASPR), Secretary’s Operations Center (SOC) where she was responsible for extensive strategic and analytical support studies of programs and processes by applying Master’s degree level knowledge and expertise of Federal emergency management organizations, functions, programs, HHS laws and authorities, when analyzing, identifying, researching, forecasting, developing, and implementing best practices to provide recommendations in all-hazards incidents and events in alignment with ASPR Critical Information Requirements (CIR’s). Mrs. Loudenburg supported operational activities during disaster response in all-hazards incidents and events as an Emergency Manager and Deputy Planning Section Chief for the Division of Transmission Distribution Operations & Maintenance (T&D) with Arizona Public Service (APS) Public Utility. As the principal Administrative Coordinator for Transmission Distributions Operations & Maintenance and she was independently responsible for: corresponding with inter-and intra- agency stakeholders on behalf of executive staff by formal communications related to the research, development, and implementation of administrative emergency management functions for the Distribution Operations Center (DOC) and Energy Control Center (ECC). During her time with APS, she chaired multiple network committees to foster dynamic peer working relationships and collaborative networks to assist in the delivery of a carbon-free future supporting mitigation of delayed energy delivery and deploying a high degree of proficiency in emergency management related matters to maintain business continuity. Mrs. Loudenburg is a Doctoral Candidate at Walden University’s School of Public Policy and Administration, holds an Executive Master’s in Emergency and Disaster Management from Georgetown University, a Bachelor of Arts in Strategic Business Management, and numerous military awards, medals, and professional certifications in the field of emergency management.
