ABOUT TOM LOVAS

Tom Lovas has served the energy industry for nearly four decades, providing expertise in a wide range of issues in electricity and natural gas. His experience includes: hydro, coal and natural gas power supply; transmission and distribution; power and fuel contracts; regulatory processes; energy research; and, administrative services. Providing consulting services since 2004, his work has included business and resource planning, rate studies, financial and economic analysis. As CEO of The Four Dam Pool Power Agency in Alaska, he was principal administrator for the public power agency through June, 2004, providing 74 MW of power to two electric cooperatives and three municipal utilities. He held several positions at Chugach Electric Association in Anchorage, AK between 1985 and 2002, culminating with full responsibility for strategic and operational planning as Manager, System Development & Corporate Planning. While Director, Energy Supply he was responsible for 512 MW of natural gas and 47 MW of hydroelectric facilities, fuel and purchased power contracts and non-traditional research and demonstration programs in fuel cells, micro-turbines, storage and wind. As Manager, Planning and Rates, he prepared wholesale and retail rate applications, initiated integrated resource planning policies and studies, and financial planning public bonding. Chugach sold 2.27 billion kWh to retail meters, three distribution cooperatives and two municipalities, with revenues in excess of $180 million. Other employment had been with Montana Power, as Supervisor, Planning Economics and at Pacific Gas & Electric Company. Tom holds M.A. & B.A. degrees in Economics from Washington State University.
