ABOUT STEVEN LUPIEN
Steven Lupien is an accomplished executive, educator, policy advocate, and author with over 40 years of cross-functional leadership across public, private, and non‑profit sectors—including high tech, consumer packaged goods, telecommunications, and business services.He currently serves as the Ada Lovelace Director of the University of Wyoming’s Center for Blockchain and Digital Innovation (CBDI) and is a Lecturer in Blockchain, Digital Assets, and Cryptocurrency within UW’s College of Business. Under his leadership, the CBDI has spearheaded Wyoming’s position as a national hub for blockchain education and innovation, enabling programs like the experiential undergraduate blockchain minor (launched in 2021), the Wyoming Blockchain Stampede and Symposium, and the new Bitcoin Research Institute at UW.Steven is a sought-after thought leader in blockchain and digital assets, regularly testifying as an expert both in the U.S. and internationally. He is a co‑author (with Mary Lacity) of Blockchain Fundamentals for Web 3.0, a university-press textbook.As a founder and leader in agtech, he co‑founded BeefChain.io / American Certified Brands (USDA-approved), which uses blockchain and RFID technology to trace beef from pasture to plate, enabling supply-chain transparency and premium pricing for ranchers. He also co-founded the Digital Asset Trade Association, instrumental in shaping Wyoming’s progressive digital-asset legal framework, and was Executive Director before focusing full-time on education and industry impact.Steven sits on the boards of key organizations including Intersect, Wyoming Cyber Action Network, CyberWyoming, and the Digital Ledger Governance Association. In July 2025, he was appointed (after filling a vacancy in September 2024) to a new term on the Wyoming Charter School Authorizing Board, bringing his blockchain and leadership expertise to advance K‑12 charter education.
