Investigates, researches, and analyzes costs and efficiencies in connection with the development and implementation of international food assistance programs under USDA food aid authorities- Attends meetings in the Branch Chief\'s absence with internal and external stakeholders, including USAID, the State Department, Private Voluntary Organizations (PVOs), and international organizations- Leads in conducting analyses of financial, administrative, and/or transportation and logistical issues within food assistance programs- Evaluates options for implementing food assistance programs and makes recommendations for implementing new financial or grants management procedures- Develops agreements authorizing cost-reimbursable and cooperative activities with international organizations, PVOs, and other funding partners- Coordinates research, training, planning, implementation, evaluation, and promulgation of USDA international school feeding programs- Provides technical leadership, staff coordination, and consultation experience to formulate guidelines, implement new developments, and provide policy interpretation and recommendations- Ensures compliance with international food assistance legislation, regulations, and international school feeding agreements.
