The Defense Health Agency is the corporate headquarters overseeing the military healthcare system, which delivers healthcare to 2.9 million patients within over 400 TJC-certified hospitals and ambulatory care centers across the globe. Given my previous experience and record for driving performance in both medical group practice management and managed care, I was competitively selected through the Air Force Surgeon General Fellowship program to transition to a headquarter position.• Led a 24-person team delivering access-to-care policy development, business intelligence, and enterprise training across 495 facilities serving 3.6M patients; informed strategic decisions guiding DHA’s $11.6B annual budget.• Structured DHA’s first enterprise operating model and developed staffing frameworks across 38 specialties, informing the alignment of 107K FTEs and guiding $480M in FY25 healthcare investment.• Orchestrated the development of enterprise access measures, reporting frameworks, and performance tools to align with the deployment of a new Electronic Health Record (EHR); ensured continuity of access tracking, enabled cross-site comparability, and supported executive visibility during systemwide transformation.• Built and scaled an enterprise-wide coaching and training program from the ground up, equipping over practice managers with tools to improve access, performance, and operational consistency across 495 sites.• Directed the development of 200+ high-impact written products addressing GAO, DoD IG, and Congressional scrutiny; translated complex operational data into clear, defensible narratives that shaped enterprise policy and safeguarded leadership credibility.• Served as a principal speaker and advisor to regional networks and facility leadership, delivering enterprise briefings and strategic guidance on access-to-care policies, performance targets, and operational alignment.
