ABOUT STEFAN FELLER
Former Police Adviser to the United Nations. A retired law enforcement official with an active career of almost forty-four years, I retired January 2020. Currently self-employed long-term adviser to the German Federal Foreign Office. 2021 I was awarded with the Federal Cross of Merits (Bundesverdienstkreuz am Bande) for my work in peace and security, conflict prevention and mediation. I held highest German police ranks equivalent to Commissioner. National functions in all areas of policing and the rule of law include a demonstrated focus on serious and organized crime, and terrorism, in operational, strategic, policy, and senior managerial positions. These twenty-three years formed the foundation for the following twenty years of international assignments. In one of my most recent capacities, I have been the United Nations Police Adviser, a top function into which I brought my experience from one command and one diplomatic position in field missions of the UN and the EU, and four years in the European External Action Service, setting up policing and rule of law in EU crisis management. My country experience stretches from Asia to the Middle East, throughout the Balkans and Africa, to the Caribbean. I have uniquely collaborated with military organizations in NATO, EU and UN, on operational, strategic, and policy level, in asymmetric threat- and peacekeeping environments, fighting terrorism and organized crime. Both in EU and UN I cooperated with the African Union, INTERPOL, European Gendarmerie Force, Center of Excellence for Stability Police Units, and many other regional and international organizations. My vision has led to the unique UN Strategic Guidance Framework for international policing, which I operationalize in crisis prevention, mediation, peacekeeping, and peacebuilding contexts, ranging from establishing mission components in hostile environments to transition towards long-term capacity building as part of sustainable peace arrangements. Two unique United Nations Security Council Resolutions on policing [UNSCR 21••••14) and UNSCR 23••••17)] and the organization of the first ever United Nations Chiefs of Police Summit in 2016 form major strategic milestones in my work on international aspects of policing.
