ABOUT STEFAN SCHWARZ
Stefan Schwarz is a retired senior security sector professional with more than 40 years\' experience working for the German police. He has held a variety of operational and strategic roles, including chief of staff, regional commander, director investigations, contingent commander and head of training. His portfolio reflects the full spectrum of policing and the rule of law, with a particular emphasis on capacity building & development and security sector reform. As a certified project manager, he has led and implemented numerous projects in more than 20 countries worldwide.His career has been distinguished by significant international engagement. Since 2007, he has been deployed in international policing roles. These include deployments to field missions in Kosovo (UNMIK) and South Sudan (UNMISS), as well as short-term assignments for the OSCE in Kosovo. Stefan was seconded to the United Nations Headquarters in New York for two terms (2013–2017 and 2020–2023). During his seven years at the Division of Policy, Evaluation and Training (DPET), he made a significant contribution to the development and implementation of the Strategic Guidance Framework (SGF) for international policing. Engaging with stakeholders across the criminal justice system, including police, customs and the judiciary, the military, political bodies and civil society has been a consistent focus of his work. Stefan has extensive experience collaborating with a broad range of international law enforcement agencies, and international organizations including UN agencies, the African Union, the European Union, the OSCE and NATO.
