Director of the research project \"Equity and Cash Transfers in Mexico, Brazil, and Colombia,\"(USD Partnered with three universities–one in each country–to conduct case studies under AIR strategic guidance and quality assurance. I also lead the proposal to establish a Latin-American Observatory on inclusion and social protection systems. I coordinated the Needs Assessment, designed the MEL Plan, and was responsible for its implementation.4. Coordinated a business development proposal for INL Mexico and contributed as a writer to multiple proposals for key clients, including USAID, ILAB, UNICEF, and Solidarity Center.

ABOUT SANTIAGO MUNEVAR SALAZAR
Senior Monitoring, Evaluation, and Learning (MEL) specialist with over a decade of experience in social development, labor rights, and social inclusion programs. I have participated in more than 35 design, process, and results evaluations—some as part of multidisciplinary evaluation teams, and others as lead coordinator. I have worked with international cooperation agencies, foundations, government institutions, and civil society organizations. My expertise includes strategic planning, theory of change development, indicators, and MEL systems grounded in results-based management, human rights, and the 2030 Agenda. I am recognized for my ability to translate evidence into practical recommendations and to facilitate participatory workshops for evaluation, planning, and learning with both technical teams and senior leadership. I am currently leading a regional research project on exclusion errors in cash transfer programs in Mexico, Brazil, and Colombia, and leading the proposal to establish a Latin American Observatory on inclusion and social protection systems.
