Procurement, Commercial and Contracts management experience in Information and Communications Technology (ICT) both as a supplier and customer within both the Public Sector (NHS Digital, Home Office, NHS UCLH Trust, DWP, Cabinet Office, Dstl, MOD, Rolls Royce, Paradigm) and the Private Sector (Centrica, Siemens IT Solutions, BT, EADS, CW, Nortel Networks, British Gas). Thirty years substantial experience of management of high value (£100m+) programmes in Central Government, Defence, NHS, Banking, Utilities, and Telecoms sectors. Has been involved in the whole life cycle, from the procurement through the ‘The Tendering Phase’ to operational contract management. Key Expertise• Commercial contract negotiations, developing contracting procedures including formulating acquisition strategies, solicitations, contract terms and conditions.• Procurement knowledge of supplier selection, from PQQ/ RFI/ RFQ’s through to award of contract, via OJEU, MOD,DTRA, CCS arrangements as well as the associated process management and the transactional procurement design required to undertake these activities via the appropriate quality control and governance arrangements.• Operational team management and leadership with various teams sizes up to 50+ people Team, delivery, and customer focused with excellent inter-personal skills with the ability to liaise with users & senior stakeholders as well as dealing with outsource partners. • Expertise and many years experience of Programme and Project Management across the full life cycle of ICT. Significant experience of vendor and tender negotiations while engaging stakeholders to develop key processes, policies, tool kits and associated implementation plans to deliver the work packages in complex multi – organisation, multi-stakeholder and multi-IT system environments.
