In 2017 I trained and coached the government of a developing country on how best to build decision makers’ and the public’s confidence and identify the right initiatives to have a strong economy, healthy environment, thriving communities and vibrant cultures, with the enabling infrastructure. In 2020 I commenced as a contract employee with the International Monetary Fund as a public invesment expert: • In a developing country I provided an overview of New Zealand’s Public Investment Management System and co-developed a public investment management reform programme with the Government of that developing country.• A member of PMIA missions (https://infrastructuregovern.imf.org/content/PIMA/Home/PimaTool/What-is-PIMA.html) to assess the quality of public investment management and provide recommendations to attract support and investment from international development partners.

My focus extends beyond individual projects to the quality and integrity of the overall decision system — particularly in contexts facing infrastructure, climate, and fiscal pressure.I am Director of Rodney Barber Associates and architect of the Better Decisions, Better Outcomes (BDBO) framework — a practical approach that strengthens clarity, alignment, stewardship, and lifecycle integrity across public systems.Alongside national and global system work, I apply the same principles at community level, strengthening locally led resilience capability and the connective tissue between institutions and citizens. Strong systems and strong communities are interdependent.As an Associate Life Coach with ANZCAL, I work one-to-one with individuals to cultivate clarity, resilience, and grounded decision confidence.
