Riley Morgan, PE is a results-driven Professional Engineer with over eight years of experience in municipal water distribution, civil site design, and stormwater compliance. As a Project Manager at Gannett Fleming, Riley leads a team that provides comprehensive engineering support to the City of Richmond\'s Water Distribution Department. His team handles a wide range of tasks, including water distribution system modeling, design, operations and maintenance support, plan review, and program management. Riley\'s expertise emphasizes strategic infrastructure planning, data-driven solutions, and operational excellence to ensure the efficient and reliable management of Richmond’s water system. He holds a Civil and Environmental Engineering degree from Virginia Military Institute and became a licensed Professional Engineer in 2022.Riley previously served as Interim Principal Engineer for Richmond\'s Water Distribution system, where he led the design, renewal, and maintenance of the city\'s water infrastructure.
