As Deputy Chief Mechanical Engineer (Joint Director level), I am responsible for the production of service-ready wheels, along with the planning and upkeep of machinery of the entire workshop, as well as the overhaul of suspension assemblies. Additionally responsible for budget planning of the factory. I am also looking after material management, quality assurance, rate fixation, time-studies and engineering drawing sections.Also, as the honorary sports officer of the workshop, I am responsible for the management of recreational activities at one of India’s biggest railway factories. Achievements:1. In July 2024, within 4 months of assuming office, achieved the highest one-month out-turn of 2195 railway wheels in the workshop’s one-hundred year history. This has helped in meeting peak time demand for operating additional train services for millions of passengers.2. Achieved 26% YOY increase in production levels.3. Achieved 32% YOY reduction in train repair costs.

ABOUT PARTH ADHIKARI
I am an Indian career civil servant with nine years of experience improving how government systems work, especially in transport, infrastructure, and public service delivery.My latest assignment, before my academic sabbatical from the Government of India, was at the Joint Director level at Matunga Carriage Repair Workshop, one of India’s largest railway maintenance facilities with a workforce of over personnel and an annual operating budget exceeding USD 110M. Located in Mumbai, Matunga delivers critical components that support the safe daily travel of over 7M rail commuters. My role involves streamlining operations, driving production efficiency, and introducing data-led reforms that enhance service reliability. I am my unit’s nominated Sports Officer as well, a role in which I lead the management of sports-related infrastructure and activities. I have also served in the Indian Territorial Army as a commissioned officer at the rank of Captain. I was responsible for the training, leadership, and operational strategy of military personnel in high-performance environments.Over the years, I have worked on large-scale infrastructure upgrades, asset transformation, sustainability initiatives, and safety reforms in shaping systems that are both people-focused and future-ready. My approach combines engineering precision with public value thinking, informed by frontline experience in both civilian and military institutions.This journey now continues at the University of Oxford, where I am pursuing the Master of Public Policy as a Commonwealth Scholar. As a student (and Commonwealth’s representative) at the University, my goal is to help governments, research groups, and development partners build sustainable infrastructure, resilient transport systems, and inclusive governance models that improve lives at scale.
