ABOUT MARTA MARZI
My areas of expertise include assessment and design of social assistance programmes and social protection strategies, targeting assessments, and process and impact evaluations. I have led and worked on consultancy projects in over 15 countries for multilateral and bilateral clients and have driven policy reform through engagement with diverse stakeholders: from very high levels of government down to grass-root communities. I have provided technical assistance in the evaluation, design, and implementation of social assistance programmes in various countries with a particular focus on targeting and M&E. At the level of social protection policy, I have experience in supporting the use of social protection programmes in response to shocks. Moreover, I have led microsimulation-based assessments of the impact of COVID-19 on poverty and on the role of shock responsive social protection in Kenya, Ethiopia, Uganda, Sierra Leone, Bangladesh, and Pakistan. My experience in measuring poverty and inequality comes from both applied research and from the field of official statistics production. I have led the analysis of micro-data in numerous impact evaluation of cash transfers programmes in Sub-Saharan Africa, Eastern Europe, and Asia focusing on the construction of consumption indicators and poverty measurement. Moreover, I have experience in designing targeting models for cash transfer programmes.
