Service Manager: • Procurement for Local Government - over and under EU Threshold (OJEU), now Find A Tender service (FTS) for Goods, Services and Works. • CIPS Diploma Certified • Experience procurement using NEC3 (2017) and NEC4 (2020) suite of contracts • Category Management - focusing on Economic & Community Infrastructure, Highways, Waste, Planning. • Training colleagues in preparedness for 2015 UK implementation of new procurement regime following transposition of Procurement Directive 2014/24/EU. • Leading on SME engagement strategy - hosting educational sessions and workshops, and expanding this to include VCSE and TSO (voluntary, community and third sector orgs). • Implementation of Public Services (Social Value) Act 2012 into commissioning and contracting - including creation of SCC Social Value Policy in Oct 2014. • Project Management, Stakeholder Management. • Tender and Conditions of Contract document creation. • Procurement strategy and evaluation methodology creation. • Management of Tender exercises from pre-procurement market engagement to selection, award and mobilisation. • Managed procurement leading to award of high value strategic recycling services contract using the Competitive Dialogue Procedure - contract value of £570m.
