DATE: 01/2007 -12/2012 and Rehired as a Reemployed Annuitant 8/2014 -11/2017). Served as Senior Contracting Officer NX-1102; unlimited warrant with both acquisition and leasing, authority at Corporation for National and Community Services, a Federal Government Agency providing Support of Joint FEMA Corps and Support (AmeriCorps)(Emergency Response and Facility Management), AmeriCorps Network (State and National), AmeriCorps VISTA, Social Innovation Fund, and Volunteer Generation. This involved managing personnel, conducting performance evaluations and creating individual performance plans, and initiating disciplinary actions. In my strategic role, I developed and advised senior management on Contract Policy/Procedures, cost structures, recomplete, sole source, established Contract Lifecycle Management planning and procedures, worked hands on in regards to various projects, identified and executed universal contracting vehicles, supported/developed strategic initiatives and acquisition strategies to operating Centers, managed relationships with government auditors and key contracting organizations, and enhanced the overall financial/budgetary and contractual acumen of project managers and staff. I operationally, distributed workload across the Contracts Staff Team, reviewed contract actions, pricing strategies and interfaced with the Finance and Accounting departments. Spearheaded training of program management and staff regarding PWS/SOW/SOO, Market Research, Acquisition Strategy, Acquisition Plans, QASP, and Source Selection Evaluation Plans.
