Advises the Executive Director, Deputy Executive Director and Assistant Superintendents in the performance of assigned duties in rendering service to the Members of Congress, their staffs, and the staff of the Architect of the Capitol. Provide leadership with expert advice on personnel a full suite of personnel matters including but not limited to leave management, performance management, recruitment and staffing and work planning management, employee and labor relations management and succession planning management.Responsible for the personnel management program for the House Office Buildings, performing or overseeing a full range of human resources requirements. Performs the full range of personnel management and administration and acts as a liaison with Human Capital Management Division concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and agency personnel policies, orders, processes and procedures.Develops budget plans and executes budget management to carry out those personnel spending plans in coordination with jurisdiction Budget Financial Analyst/Asset manager, in accordance with budget requirements and restraints: reviews projected annual personnel budget requirements for various expenditure categories, including payroll, training/development, accommodations; and prepares quarterly spending plans and monthly reconciliation reports reflecting actual expenses.Responsible for directly assisting Management identify personnel and materials needs in addition to advising management on discovered personnel problems. Responsible for directly advising of resolutions for all discovered areas of vulnerabilities in addition to being charged with counseling management in developing and maintaining sound organizational structures, methods and procedures with an emphasis on succession planning and reducing agency risk driven from personnel and operational gaps.
