Actively participate in litigation relating to various regulations promulgated under the authority of the Clean Air Act in the D.C. Circuit Court of Appeals and other regional circuits.• Petition the United States Supreme Court for an emergency stays of federal rules where the D.C. Circuit failed to grant the requested relief. In July 2024, the Supreme Court granted one of these emergency stay petitions, marking a historic success for industry in Clean Air Act emergency docket cases. See 603 U.S. 27•••24).• Draft comment letters on rules promulgated by the U.S. Environmental Protection Agency and the Federal Energy Regulatory Commission on behalf of industrial and municipal clientele.• Advise industrial clients on regulatory and permitting obligations associated with various environmental media.

ABOUT KEELEIGH SCARLETT HUFFMAN

I’m an environmental attorney at Steptoe & Johnson PLLC, where I help industry stakeholders—power generation, manufacturing, construction, and even trade organizations—navigate the maze of federal environmental regulations. My goal is to craft practical, forward-thinking strategies that balance business goals with the nation’s environmental priorities. I spend a lot of time turning complex environmental regulations into clear, actionable solutions, whether that’s drafting federal regulatory comments, ensuring permit compliance, or advocating for clients in appellate courts. Some of my favorite work involves reviewing the Federal Register and spotting the real-world impact behind each new regulation. It’s a natural fit for someone who’s been a lifelong reader and loves the challenge of translating dense, technical language into meaningful legal advocacy. I’ve represented clients in major appeals before the U.S. Court of Appeals for the D.C. Circuit and in emergency stay applications before the U.S. Supreme Court. A highlight was helping secure an emergency stay of EPA’s Good Neighbor Plan—the first of its kind under the Clean Air Act (Ohio v. EPA, 2024). Beyond Clean Air Act matters, I advise clients on issues involving water, wastewater, hazardous materials, and emerging contaminants. I also work at the intersection of environmental and construction law, helping clients align permitting, insurance, and contractual obligations with larger operational goals. As a proud women’s college graduate, I draw on the confidence and leadership that environment instilled to make sure every voice I represent carries weight. Licensed in West Virginia and Texas, I’m also admitted before the U.S. District Court for the Southern District of West Virginia, U.S. Court of Federal Claims, and the U.S. Courts of Appeals for the Fourth, Sixth, Eighth, and D.C.
