WORK HISTORY
Ltrs Chief Engineer @United States Space Force
Lead technical authority for Launch and Test Range Systems across Patrick SFB, Cape Canaveral SFS, and Vandenberg SFB, directing engineering organization of 15-20 personnel managing technical scope for R&D and procurement across 9 capabilities and 11 subsystems supporting national security space launch, commercial launch operations, and strategic weapons systems testing.Provide direct technical advisory support to the Space Access Portfolio Acquisition Executive (PAE) on spaceport operations, range infrastructure investment, and strategic weapons testing capabilities. Recruited and built the majority of the current LTRS leadership team supporting PEO mission priorities.Led the program office through organizational crisis (downsizing from 76 to 21 billets with loss of 120+ years institutional knowledge in three key leadership positions) while maintaining zero mission impacts across all NSSL and strategic weapons launch operations. Assumed Acting Chief Architect role to restore technical continuity, reestablishing Engineering Decision Board processes enabling rapid adjudication across SLD 30, SLD 45, and capability development stakeholders.Developed transformational \"Clean Slate\" acquisition strategy that shifts LTRS from hardware-centric Government Furnished Equipment to capability-based services aligned with NSSL Phase 3 commercial partnerships, with potential to avoid $200M in annual operations and maintenance costs. Initiated Data-as-a-Service requirements development and lead technical requirements review and updates outcomes for Out Year Planning and Technology Roadmap for $4B Space Force Range Contract (SFRC) and $436M Digital Transformation, Modernization and Maintenance (DTAMM) contracts.
