Head of Finance / Finance Director role, responsible for all statutory and management accounting functions, including AP/AR, Treasury, tax and pension for LGA Group of companies and associated bodies (including property management companies, joint venture investment vehicles, UK Municipal Bonds Agency plc and charities). Reporting directly to Deputy Chief Executive, advising, guiding and challenging the Group and Company Boards, Chief Executive and Strategic Management Team. Leading the monthly reporting, quarterly forecasting and annual Business Plan processes, building a cohesive picture of financial and non-financial messages and themes, focussing on providing clear risk-based implications and recommendations. Challenging forecast and resource plans and co-ordinating submissions from support functions to ensure plans are credible and deliverable. Management of two open LGPS schemes.• Director – Local Government Mutual Limited (FCA authorised person – registration: JAG01206) – representing the interests of the LGA as Founder Member.• Director – LGA Digital Limited (Teckal compliant service company) – vehicle for supply of IT services from Brent Council under a service agreement.• Accountable Officer – Anti-Fraud, Bribery and Money Laundering.Line management responsibility for ten staff (part and fully qualified).Achievements:Restructure of Finance department to split management and statutory accounting functions. Finance lead for company-wide programmes, including: setting up Local Government Mutual; taking on accounting for UK Municipal Bonds Agency plc; corporate restructuring of LGA Group (including assimilation of property companies through merger accounting) for tax efficiency; arranging debt financing for property refurbishment programmes; combining the administration of the two LGPS schemes (including securing relevant SoS direction).
