ABOUT JOHN HIGGINS PSPM MCBS

A public sector leader with an ever broadening experience leading and delivering strategic and operational services across the sphere\'s of: digital services (systems, architecture, device management, IT Servicedesk, website), innovative in-house service (App) design/delivery, cybersecurity, digital transformation and customer services re-engineering, business continuity and disaster recovery, information governance, risk management, fraud, health and safety - all across a wide range of services within the multi-stakeholder local government environment. I am also the authority’s lead Senior Information Risk Officer (SIRO). I lead a team of thirty two professionals within Tendring District Council, supporting some 700 staff. My service delivers predominantly in-house supplemented by specialist contracts and contractors.Having previously led the council’s Emergency Planning response for some six years (until 2022) I have a wealth of knowledge and experience working alongside category one responder colleagues (blue-light services) together with first-hand experiences within Tactical Coordination Groups (Silver Command cells) planning and executing emergency situational responses.Likewise (and regrettably) I have considerable experience leading and recovering from security and cyber incident breaches. I play a transforming/ supportive role with the public services\' Essex Digital Partnership and the Essex resilience Forum including multi-agency transformational service delivery.Business as usual includes: team leadership, strategic and operational decision making, communicating and motivating, innovation and change management, technical skills, coaching and mentoring, analysis and interpretation, issue resolution, implementing legislation and policy writing, performance and risk management, procurement and contract negotiation, process review/ improvement initiatives, tenacity, self-motivation, learning, loyalty and probably most importantly - empathy.My depth of local government sector knowledge and communication skills enable me to influence and support, lead or negotiate at all levels with the benefit of citizens always to the fore whilst based upon a deep-rooted commercial ethos BUT tempered with integrity and altruism. Before crossing the divide to the public sector I spent 16 years working in various technical and design roles within the private sector.
