Provide strategic leadership of Finance, Supplier Diversity, Information Technology, Procurement, and General Services functions. • Led a Bi-County Working Group to recommend programmatic and financing options for wastewater system extensions to unserved and underserved communities in Montgomery and Prince George’s Counties, Maryland; • Coordinated the development of a complex and detailed cost benefit analysis of a proposed smart water meter infrastructure project; • Reviewed and supported the development of a comprehensive Disparity Study that documented the existence of market inequities for women and minority businesses and established the basis for a supplier diversity program to eliminate and remediate the effects of past inequities; • Supervised a Bi-County Working Group to review WSSC Water’s System Development Charge’s (SDC) impact on economic development and identify potential policy and rate changes to the SDC; • Initiated the issuance of over $125 million in Green Bonds in three separate series from 20••••21 rated 82-Strong by S&P Global Ratings; • Prepared and delivered numerous presentations to the Commissioners, local elected leaders, and business and community associations on fiscal issues, utility policy, and economic development proposals; • Oversee the development of mid-year spending and resource modifications that identified over $150 million in savings; • Crafted the development of a comprehensive analysis of alternative Customer Information and Utility Billing systems; and • Expanded WSSC Water’s community bank investment program to include the participation of regional minority banks.
